You have no right to any kind of hearing or counsel…

 

Hong Kongers have always been proud of the rule of law upheld in our city. Yet can you imagine of a system of punishment and detention in mainland China under which the sentences are given by the police but not the judiciary?

 

In fact, Re-education through Labour (RTL) is an administrative mechanism of punishments and detentions in China, imposed on a person guilty of “minor offences” but not enough to incur criminal liability. RTL focuses on the re-education and moral reform of “unproductive persons”, achieved through a reassignment of employment.

 

In this exhibition held from 7th April to 10th April 2014, you will find out more on how the RTL policy violated human rights and how the police abused it. You will also be introduced to the future development of the Chinese detention policy upon the abolition of RTL.
